I'm new to using Publisher and well a-custom to using InDesign. When I had a page in ID that had extra text I could simply click on the next empty page and the text field was continued to the next page without any changes being made to the paragraph styles or character styles. Unfortunately when I tried clicking the pointer (see attached image) then clicking into the next empty page it didn't work, so I tried drawing the new text field or dragging it out on the next page, that worked, but the text that was continuing did not retain the paragraph or character styles. Instead the text that continued became so small I couldn't read it. Would someone please help me with this problem?

First off I've tried the same thing with another document and it works every time. How's that possible? Second how do I use auto-flow in Publisher?

I can't say why it worked on one document but not another - perhaps a video to show what you're doing? 

On my system, if I have a text frame with too much text in it I have the red triangle displayed.  Clicking on that triangle gives me basically two options:  clicking in another text frame will flow the text into that frame, or click dragging on a page will create the text frame and flow text into it.  Note that if the text overflows the second frame as well that will just show another red triangle and you'll have to repeat the process.

Alternatively shift-clicking on the red triangle will autoflow the text - creating new text frames (as many as needed to contain all the text) and flowing text into them.

Shift + Click on the little red triangle (the Text Overflow indicator).

I've had a chance to read what others have experienced too with this. From what I've read it appears this is a bug in the system. To resolve it I cut all text out, deleted all existing text fields, created two new linked text fields, and pasted the cut text into the new text fields. There was still some overlapping text so I tried doing the same thing that didn't work before and this time it worked fine. Then I tried holding option and shift and clicking on a new page and it auto-flowed into as many new pages as it needed.

You don't need Option. Just hold down Shift and click on the little red triangle.
