I need an idea to recreate an effect

Hey!
After using Corel products since the 90s I changed to Affinity Designer and Photo and I love both programms. I'm not a professional designer so perhaps my problem will be ridiculous for pros.

I want to recreate the effect from an album cover. Here's a link to it on Wikipedia: https://en.wikipedia.org/wiki/Some_Friendly
I want to blur a photo with a similar effect. Just to reduce the sharpness isn't enough for my project, there has to be some (symmetrical would be fine!) pattern like an the original cover.

Any ideas? Sorry for the amateur description! Remember, I'm far from a professional user :)

Natürlich muß das keine 1:1 Kopie sein, nur eine Annäherung an den Effekt.

Leider bin ich alles andere als ein Design-Profi, daher brauche ich Hilfe.

Put a grid on there so there is something to use.

Use the Mesh Warp tool and place a handle/node on each intersection of the grid. Select alternate rows of nodes and drag to the right. Apply

Do the same with the other set of alternate rows dragged to the left.

Repeat with with the alternate columns of nodes dragged up and down.

I have never mastered color management, period, so I cannot help with that.

An alternative may be to use a Live Procedural Texture (for example, the Ripples preset) as an ‘input’ to a Live Displace Filter, maybe adding a Live Gaussian Blur Filter to ‘soften’ it a bit – see attached image.
I don’t have time to do a video but search for the things in bold-italic in the Help (or the forums).
