In addition to this, I noticed that this is happening on the monitor Viewsonic VP2768-4K, while on a second monitor (not 4K) the brushes work fine.

But, again - on a 4k (VP2768-4K) monitor, Photoshop has no problems!

I had this happen to me too. What I realized was the renderer was switching between performance mode and quality mode as I was drawing.

Under "Retina Rendering" you have "best" selected, this means the program will use a low quality render when you are actively drawing and then switch to a high quality one when you are not actively drawing. If you select "High quality" it will stop doing this.
