I ran across this background texture example on Dreamstime and I would love to reproduce it on several designs I'm working on.

Any ideas how I can achieve this texture?

Is it done with Paint Brushes?

If it can be pixels: Just create some lines of different length and apply a motion blur in the lines' direction in oder to make them stretch and fade at each side. Copy the result as often as needed, rotate it and create a (seamless) pattern with it—and you're ready to go.

Or use these vectors (SVG & PDF) and alter the diagonal lines accordingly, you can add and shrink lines etc. - You then can also make a reusable style out of those on demand.
