I did some research and I don't think there is an easy way to make a storyboard for a video project.
AD is the only software that supports Artboards but even that which I don't currently own doesn't fully fulfill me (If the following are true). Like not being able to size/arange/snap artboards to custom numerical values to have a clean symmetrical arrangement of boards.
I do have AP though but the lack of artboards is a thing and I don't really want to create a new file for every 4 frames. So I'd like to purchase AD if I see more features implemented.

What would be really nice both for AD and AP is to create a shape with your own numerical dimensions and aspect ratio. Like why is not possible to confine the Rectangle Tool to a custom aspect ratio?

Do implement the above on Artboards too. I want to be able to have Artboards in a specific size/aspect ratio. It would also be nice to have more control over their position. Like being able to drag a board and have it snapped into place in a way to have symmetrical columns and rows of boards for a end result of a consistent clean looking storyboard pdf file. Or with a click of a button add Artboards in predefined columns and rows.

I hope this is not the only special ability of Affinity Publisher. Because if I have AP and I'm figuring out that I need AD and to make a storyboard without too much fiddling I really really need Publisher then there is a problem...

An artboard is merely a special kind of container layer, so it snaps to layout grids and other artboards just as readily as any other layer or object, and you can set precise coordinates and dimensions via the Transform panel. Why not give AD a test drive (for up to ten calendar days from the moment you first launch the trial version)?

You can select a row of Artboards and use the alignment functions to space them evenly horizontally. You can do something similar to space rows of Artboards vertically.

Or you can create a nice array from the beginning using the Power Duplicate function if they're all the same size.
