I am reviewing a publisher file created in Adobe in-design (CS4 or later) and saved as a .idml file. When opened there are four image files saved as 'resources' that are not opened. Two of these images are .eps and two are .tif . Trying to place them using the Place Image Tool brings up an error message Failed tp open file .... The file type is not supported. What am I doing wrong, or what was done wrongly in Creative Suite?

@SimonWelham Hard to tell without getting a hand on the images or the IDML. To my experience "Failed to open file" indicates that APublisher struggles on the content of the files like unknown compression or non-standard features in them. Could you upload the complete package here for investigation purposes?

This is because of the Image Placement Policy of the document. You can change that in Document Setup within APublisher.
