The document is partially transparent. This might explain the issue. The PSD has a white backfill layer (missing in .afdesign)

Depending on app used to view document, rendering could differ. If you add a explicit backfill, and change color from black to grey to white, you can see that the colors change drastically.

Designer as default uses a white backfill during rendering. Depending on export settings, result could vary.

Designer has no built-in function to visualize alpha channel. In Photo you can use channels panel.

In designer, you can add a channel mixer on top, and map the alpha channel into all color channels, to simulate the channels panel.

Or add a channel mixer, select alpha channel, set offset to 100%. If the rendering differs (layer active / hidden) you you have partially transparent areas.

Another factor: the vector layers use blend mode “contrast negate”.

This effectively inverts the colors for background below 50% grey.

So to avoid unpredictable results, either use a backfill layer to get fully opaque pixels, or try to get rid of contrast negate (in export file), e.g. by grouping all layers, and set blend mode of group to „normal“.
