As the title says. Auto White Balance never works,

Auto Contrast does some weird things, and also never works.

The 'Shadows / Highlights' Panel also does very little of use.

Where are the controls for adjusting the white balance / levels by hand ?

Ah OK, you have to use develop and tone map personas

I still can't seem to increase the brightness (turning up the 'brightness' slider from 50 to 100 does precisely nothing)

As the name "Auto" says it only "works" (visually) if the selected image has its white balance "out of auto". To set it manually you can use the White Balance Adjustment. To adjust the colors more intense the HSL Adjustment might be what you are looking for.

For Shadow / Highlights there is an Adjustment…

… but also a Live Filter, which indeed works more subtle than the adjustment.

An alternative to Shadow / Highlights might be the Levels Adjustment or the Curves Adjustment.
