Hello all, I am trying to create an overlay and want a glow around this triangle. It's a separate layer, yet the glow effect is going "beneath" the layer underneath. Was wondering if anyone knew how to fix this?

Hello and welcome to the forums, @Lardish Leader

It seem to me, that the blend mode in the fx is set to Lighter Colour.

As Komatos noted it's the blend mode, by default the Outer Glow fx blend mode is set to Screen, changing the Outer Glow blend mode to Normal will give you what you want.
