Designer's art board ticks to the right slowly and steadily but only when I have my mouse inside of the rules. Just keeps on going. Can't use it. Rebooted.....same. Any idea?

In Designer, the art board all of a sudden ticks to the right slowly and steadily but only when I have my mouse inside of the rulers. Just keeps on going. Can't use it. Rebooted.....same. Unplugged all mice and KBs. Not luck. Any idea?

Welcome to affinity Forums
Are you running macOS (what version) or Windows? Press and hold CTRL while launching the application until a Clear User Data dialog appears. Keep just the first three checkboxes ticked (otherwise you may remove/delete custom brushes, assets, presets and other changes you may have made to the app) and press Clear. Does it fix the issue?

Thanks MEB but it didn’t work ... Nice back end stuff though. I’m on a Mac, the newest iOS.

Seems you have some sort of dial control connected to your system (from your screenshot above, near the base)? Have you tried to disconnect it, as well as any tablet/stylus you may have attached?
If you place the cursor over the X or Y field in the Transform panel does the values change as well?
