Hy Dan, 

this issue happens to me with high frequency almost every day.

Both iPads (one iOS 14, one iOS 15) of me are affected. The only cure is to force close Photo. I need to restart Photo almost every 10 minutes as the filter and adjustment UI does not appear. 

Usual workflow:

  1. open a file from Photo or Cloud or Clipboard
  2. try to add any adjustment or live filter
  3. in 20-50% of attempts, the UI does not open. Double-tapping the filter layer shows no effect, UI keeps invisible.
  4. After forced closing the App it works correctly for some time, until it doesn’t any more.
  5. it is difficult to capture this issue as screen recording as it mostly happens after some random time of usage. You would have to record everything over extended time to capture the issue.

After reading these posts I had a play with live filters, couldn’t get the no ui situation. Started to import some LUTs, deleted them and started a new category. Went back to delete the live filter layers and bang, no original image, just white canvas. The layer still was there and active but not showing on screen. The history showed a transparent screen. I couldn’t pan the screen as the canvas had locked up but I could still access studios. Weird. Closed the app and restarted and my image was back!

Apologies for the delayed response here!

I have been testing this on 2 separate iPads and have observed the following:

  • When adding a new filter/adjustment to an image, then undoing this filter/adjustment to remove it from the document and finally adding a new filter/adjustment, the context toolbar appeared for me each time as expected.
     
  • In certain scenarios, when leaving the filter/adjustment layers present and not undoing the steps, occasionally the context toolbar doesn't show when adding the adjustment.
     
  • However, in these scenarios, the context options only did not show when adding the layer - if I double tap on the layer from the Layers Studio, the settings opened as expected.

I will be logging my findings with our developers now :)

Unfortunately I've been unable to replicate this here from a few tests - it sounds as though it may have been a 'hiccup' in the app and I suspect it should not happen again, but if you do notice this happening more I'll be happy to investigate further!

Depends on which Gaussian Blur you are using as there are 2. One under filters and another under the Layer FX panel. To make the context menu appear from the Layer FX menu you need to tap on the words Gaussian Blur as well as enabling it.
