Probably not, I do not work for Serif Affinity so can not speak for them. Could well be one, but I have learned to buy software for what it can do, not what it might do. If this is something that is absolutely necessary for you then I have to say do not buy Designer. You can export to various formats using Designer, it may be the other apps may be able to import them to use, see this FAQ for some more information on exporting to SVG. However it is a shame I have to stick to Illustrator then, because working in Designer and exporting it to Illustrator afterwards is really no option that makes sense does it? Graphtec do provide some standalone software that can import EPS files. Last time I tried it though it was quite possibly the most unstable software ever written. I know BofG, I tried it with an imported file I used in Illustrator. There is no way of editing without going mad. It's insanely slow even just scrolling. No way to go that route.
