Export to PDF Does not Create layers in PDF

I'm using Affinity v 1.10.1.1142

I'm relatively new to Affinity, but I've created several other graphics with Layers, and had them export to PDF properly. I have an Affinity file with two Layers, each with various layer items within. I've searched the forum, and found several other posts with the same issue, but I have yet to solve the problem based on suggestions from them. Exporting to a PDF results in a file with no Layer information. Any help or suggestions would be much appreciated. I've attached the affinity file and the resulting PDF. I'm sure I'm missing something small.

What PDF export settings did you use? In particular, did you use one of the PDF/X presets? I am far from an an expert on this, but if I choose any of them & click the "More" button in the Export dialog, the "Include layers" checkbox (among others) is greyed out, indicating (I think) that the PDF/X standards do not permit including layers in the file.

Anyway, if I choose any of the other presets in the PDF export dialog, the "Include layers" checkbox is either checked or not greyed out so I can check it. With that enabled, the PDF export includes the layers. For example, here is what I get using the PDF(for export) preset:
