Layers: locking & hiding, printing

Why does 'Select Same Stroke Colour' find lines on layers that are a) hidden and b) locked?
Why does 'delete' actually *delete* these lines from layers that are both hidden and locked? 
Is there any way to genuinely lock a layer to prevent actions from occurring on that layer? What does the lock prevent if not that?

Why can we not designate a layer as 'non-printing' even when it is visible? I am working from artwork (tracing, sketching, whatever) that I keep in a reference layer that must be visible but NEVER print.

Export Persona, uncheck Visible in Export.

He was talking about hiding layers when printing, not when exporting. Unchecking these layers in the Export Persona doesn't help here.

In fact this feature is one of many that are still missing.

Ok, that would work. But this is just another one (annoying when needed often) work-around, at least for Designer. In Publisher there's no way to exclude layers from printing or exporting, what is even more needed in a design software for print.

The required technology is obviously already implemented, since you can already hide layers for export. From a technical point of view, there will not be a huge difference between export and print. In the end, a raster graphic must rendered in both cases. So what is missing in the first place is another option button in the GUI next to the layer name to implement the function.

It would be sufficient for the existing two-state checkbox, which controls the visibility of the layer, to have the option of another state (accessible, for example, via the context menu), which would control the availability of the layer for export / print. Unfortunately, we know that the implementation of these seemingly easy functions already available in applications (see Export Persona and the ability to control the visibility vs. exportability of layers) is not very fast. Therefore, export and print, which replaces the required functionality.
