You didn't add the outer glow to the cup yet, but if you do (like in the second drawing), and add a rounded stroke to the letters, it'll look like different size neons.

You should use @Alfred 's example for beginning the cat, substract a copy of the cup and a rectangle, before using the Corner tool to get rounded pawns.
