Do you have an Adobe app installed such as Fresco as the Adobe apps are badly designed and take ownership of PSD files and prevent other apps like Affinity opening them. If so, and if you have Adobe Fresco installed this is most likely caused by Adobe Fresco. If you uninstall it you should be able to access/open PSD files.
