See below for more information about different OSes and versions. Those functions are not currently available from the toolbar in Photo but they are available via the Arrange menu and can have keyboard shortcuts applied to them. I do not know how it is for Windows but on AP for Macs, the 4 button Transform group & the 4 individual flip & rotate buttons are available via the Customize Toolbar option. If you open the Customize Toolbar window on your PC, are you sure you cannot scroll it down to see more button options than it displays when that window first opens? The Affinity Developers missed adding them to Photo for Windows, which has been reported previously. We're now 7/8 months on and Windows doesn't have it. I'll update the report and I'd even consider this to be more of a bug now as it's a missing feature and both operating systems should share as much functionality as posible and where applicable.
