I think you've probably misread that rule, or restated it incorrectly. You can't have an image that's only 75 bytes. 

But no, you can't specify the desired size in bytes with the Affinity applications. The Export process will give you an estimate, though, based on your image size and the options you've specified.

Goofy me. Of course not. 75Kb. 

Do you happen to know of a photo resizer that does allow the resize parameters in byte size?

Walt.Farrell, thanks for reminding me of the estimated size calculation using the Export function.  That's just what I needed.

What’s your operating system?

Edit: It looks as though you can manage without third-party software for this!
