I live in Belgium, I use the spell checker very regularly, however when I request a correction Publisher informs me via a frame "The document contains languages (fr-BE) for which no dictionary is installed". The Character panel contains a Language specification, where you can specify the language for Spelling and for Hyphenation. Select all your text, and change the language there. If you use Text Styles, and use the defaults provided by Publisher, you can also change the language in the Text Style named Base, and the other Text Styles will inherit from it. Edit: As a last resort, you could make a copy of the fr-FR dictionary directory and files and rename them to fr-BE.
