Minimum blur filer via adjustment vs New Filter Layer behave differently. Adjustment version target selection shrinks while New layer filter version expands.

Hi johneb3, 

Edited - The white border is the alpha channel. The live filter can't know about the edges of the layer, so it assumes anything outside it is alpha 0.

Make sure to view both at 100% zoom when comparing as well.
