Copy the outline elements, fill it, remove the outline and move the coloured elements a bit off.

You can get these kind of effects by simply selecting a brush and setting a different blend mode in the context menu + by mixing transparency. Use Protect Alpha to only paint on visible areas

To clarify: the Affinity apps share a single file format, with the different filename extensions merely serving to indicate the originating app (which will be used by default to open it, for example if you double-click on the file in an Explorer or Finder window).

There is the Pixel Persona in Designer which could be used.

I have never mastered color management, period, so I cannot help with that.
