New live filter layer hope to add shortcuts to the layer

I'm not sure I'd find a shortcut key for "New Live Filter Layer" there, as we'd still need to use the mouse to select the kind of Live Filter layer, and to adjust its settings. That means you would need to (a) use the keyboard to get the selection popup, then (b) switch to the mouse to make your selection.

Or maybe I just don't understand how you would envision this working.

However, "New Live Filter Layer" in the Layers panel can also be accessed via the Layer menu, Layer > New Live Filter Layer, and using that workflow you can already assign shortcut keys to the individual kinds of Live Filter Layer. Use Edit > Preferences, click on Keyboard Shortcuts, then you'll be able to assign them in the Layer section. Perhaps that will help.

You'll find something similar for Layer > New Adjustment Layer and Layer > New Mask Layer.
