Pasteboard in Publisher

I've searched and searched and still cannot figure this out. When I'm laying out designs I usually have some elements that I like to have outside the layout on the pasteboard so that I can switch elements or just compare. When I drag an element outside on the pasteboard they disappear. Can they be made visible? This is very important to me while working. Thank you!

I figured it out.

When the Publisher file is open, pull down "View", "View Mode", deselect "Clip to Canvas."

Now I can drag things onto the pasteboard. Yay!
