Your question seems to be about Designer, but you posted in the forum for Publisher Beta on Windows.

First, please confirm which application (Designer, Publisher) you're asking about, and which version (retail, beta) you're using.

Next, it would help if you provided a screenshot of what you're seeing. You can just have Windows take the screenshot, and you can paste it into a post here or attach the file here.

I'm not sure what's going on there. Can you include the Layers panel in a screenshot, too, please? And maybe one with part of the image selected and the Color panel showing?

Here is what that color looks like on mine:

It does look like a possible issue with the color profile you have assigned to your monitor.

Your colour panel is far too bright for the profile you have (and for pretty much any profile). The only things I believe it could be are either the monitor profile, or your FOGRA profile somehow being incorrect (which is unlikely).
