Don't know how to clear fuzzy/blurry text in an existing jpeg file

I don't know how to keep the existing text in this file and sharpen the fonts. What are the steps to clear:

OSSIE DAVIS & RUBY DEE

The text beneath this I can't read

And I'd love to remove the fuzziness around the words, " BECAUSE OF THEM, WE CAN"

Hi and welcome to the forums @Angelia Spencer,

What I would do is paint over the "Because of...." with black and then type the words using a white fill on a text layer, after choosing a 'similar' font.

You can get a better copy of the image here, but be aware that I've seen other copies where there were warnings about potential copyright issues.  @Old Bruce's idea is good, but it it doesn't bypass the copyright.
