Most fonts don’t include specific glyphs for superscript versions of characters such as registered trademark and copyright symbols. If you want to push the R-in-a-circle higher up, use the Baseline Shift control in the ‘Positioning and Transform’ section of the Character panel.

What am I doing wrong?

Nothing I guess. It depends on the font itself if you are able to superscript it from Typography. But you can try from the pulldown in Position and Transform.

Why use Baseline Shift rather than the Superscript function in the Character panel?

Yes, that’s another possibility. Since the ® symbol is already small and raised off the baseline, I was just thinking in terms of pushing it higher up as the OP described.
