That panel just provides the options that fonts support directly, and Sentence Case or Title Case are not options that fonts support. You may also misunderstand the three items below the line in the right-side of your screenshot. Those (Sentence Case, Capitalize Every Word, and tOGGLE cASE) are actions that actually change the characters in your text. On the other hand, the top 3 items are display options (as are the items in the Typography panel) which simply control the way the characters look. You could make a feature request. And it's not a font option in either application. It is a function that Designer doesn't have, however. And it's not a bug.
