In the meantime, give Superphoto a try. It's a free app for the basic version, but you'll likely want to pay to unlock the advanced features which will then allow you to work with your photos in high resolution. There are two effects that will likely give you the effect you're looking for: one is called Painting and the other is called Impressionist. You can play around with settings and resolution to get a pretty good "Van Gogh" look to your work.

 

I usually work the the photo in Affinity or Mac Photos, then export it as either a .tiff or .jpeg and drag it into SuperPhoto.
