That button is called "My Account" & by default should appear on the toolbar, I think at the right end. If you do not see it, it may be shown by clicking on the ">>" icon at the end of the toolbar, or you may have to add it via the View > Customize Toolbar menu option.

Also, at least on Macs "My Account" is a menu option on the application name menu item (like "Affinity Photo" or "Affinity Designer").

On Windows it's in the Help menu.

The My Account menu will allow you to configure whether Store content is automatically downloaded to that application and installed, or will allow you to manually trigger the download and installation for any Store content that supports automatic download/installation. Some Store content still has to be manually downloaded and installed.

Without knowing which Affinity application you're talking about, and which overlays you're talking about, it's hard to be sure. But assuming you have Registered your application, and have configured it to automatically download/install (or you have told it to download those overlays), then they're probably in the Assets panel (View > Studio > Assets). The listing in the My Account window will tell you for sure whether the items have been downloaded, and what kind of item they are, and that will tell you where to find them.
