What @DWright meant was to place the mask layer on the top image -- IOW, to drop it on the image layer thumbnail so it becomes a child of that image layer. Compare how the layer panel looks in the two screenshots -- note that in yours the mask layer is not indented as a child layer. Start from the beginning with no paint added to either Pixel object. Nest a Mask in the top Pixel object. Click the thumbnail of the Mask to ensure only it is active.
