You can add a TAB-Stopp by clicking on the Plus-Button right of the input field for the value or just by clicking on the place on the text ruler (Ctrl+Alt+Shift+T), where you want to place the TAB-Stopp. And you can move the TAB-Stopp with the mouse in the text ruler or with a value in the input field.
