Why can't I export this as an SVG without some of it getting rasterized?

Welcome to the Serif Affinity Forums, Brian.

All filter effects are rasterized on output. If you replace the Gradient Overlay with a simple yellow-to-orange gradient fill applied via the Fill Tool (with no intermediate colour stops, only the end ones) you should find that the resultant SVG is completely vector.
