When I launch the program the splash screen for the latest version loads but then vanishes and the program does not fully load. To troubleshoot the issue I reset Windows 10. I've reinstalled drivers and some basic software like Norton AV. I reinstalled the latest Affinity software however, the same problem is occurring. I'm not sure what's going on to prevent it from loading. I've checked event log but found nothing. I'm not having problems with any programs other than Affinity. I have the affinity software on a laptop computer as well and it loads normally on that machine. Both computers are running the same build of Windows. The computer I'm having problems has an AMD graphics driver but up until the last week affinity designer, publisher and photo have been working fine. My suggestion is that you copy %appdata\affinity\publisher\, press Windows key + R, paste the text in the input field and click OK button or press the enter key. You'll see the folder 1.0. rename it to e. g. 1.0_bkp. Start Publisher to see if this resolve the problem.
