Is there a way in Publisher to import multiple files page by page - one image per page in one single import?

AFAIK ... no. But with some extra work, you can achieve this. You need to convert all images to a multipage PDF and then you can Add Pages from File within APu.

The Date Merge function may do what you want

You can do it with a data merge, but it involves a certain amount of preparatory work creating the data table (as .csv, .tsv or .xcls) and specifying the image paths.

You'll get the best results if the images are all the same size and orientation.

Select a bunch and place them one by one clicking each page and location. No automation for placing though.
