You can right-click anywhere on either ruler: it doesn’t have to be at the intersection. If I click anywhere else on the ruler I get the same contextual menu popup that I would if I right clicked anywhere else in the document workspace: EDIT: This is what I get in AD. I get the same as @h_d in AP. I just noticed while checking what I wrote above that in both AD & AP, if the Zoom or View (Hand) too is active, right-clicking on the ruler pops up the zoom/rotate menu but if the Move Tool is active then it pops up the longer menu beginning with the "Cut" item.
