Not positioned by default, or better said, not that way that I know of, no.

 

Most panels can be undocked and made floating though: make them visible as required if not already, then if docked, pull their tab away to the place you´d like it to go to. If that´s not enough for you, you could detach them all, IOW make them all floating in one go: use the menu again for that, see this screen print:

Once they all float, you can dimension them as wanted and position them as you like. Except for that Tools panel, which does not like to be resized AFAIK, alas. I´ve done a mix of all, showing with the screen print below. Notice that you can really dock the panels in different positions as well, see the left side.

I know, a bit cumbersome, but it is doable and if you look carefully when positioning them to the sides and tops, you will see them snap into place. The good news is that when you quit Affinity, next time it opens as you left it. If this is important to you, I´d suggest you (or anybody else with that wish) raise the inversions / positioning / resize (especially of Tools) as a feature request in these forums, but I have no idea of your chances with that, there is already an awful lot to do without it...  ;)

 

 

PS: your screen prints didn´t show anything to me, except some gear running forever (like you see when checking for updates in the AppStore).

Aha! Thanks for that MEB. I thought it would be something simple like that, have seen it before. :)

 

I suppose you can get from this that I never tried to inverse them. Besides it wouldn´t help me either, as the options are out of view when Tools have already been positioned at the right side. I suppose that a feature request for it should then include the request to invert potential options as needed. Details, I know.  ;)
