Difference in locked layer appearance between Photo and Designer

I just noticed that when I open an image in Designer the background layer is locked, and the workspace shows the image with a blue outline and "X" marks on the corners and midpoints:

But when I open the same image in Photo, there is no outline nor "X" marks:

Is that intentional, and if so can anyone explain the reason for that difference in behavior/appearance?

Do you have the option to Automatically Lock background layer on import checked in the preferences (User interface) in both applications?

I have never mastered color management, period, so I cannot help with that.

Thanks, I had forgotten there was an option for that. But yes, it's on. And the layer does show as lockec in the Layers panel for both.

Are you using the move tool and have the layer selected in both applications? I see the Xs only under those conditions.

Which is something I hate -- I wish both defaulted to the Move Tool.

I prefer the Move Tool because I almost always want to select something as step one after opening any document that has content. But at the least it would be nice if we had a user preference so we could choose the default tool the apps open with.

I think I might find that a bit confusing because I sometimes change the tool order (or number of columns).

If it were the top tool in the first column the number of columns wouldn’t make any difference. And I’m not arguing that there shouldn’t be a Preferences setting for this, but rather that it should be possible to have a user-defined default tool without having to delve into Preferences to set it. So, to recap: an installation default of the Move Tool for AD and the View Tool for APh because the developers seem to prefer it that way, but for those of us who would like the Move Tool set as the default for APh we would simply customize the tools and put the Move Tool at the beginning of the list.

The thing is I do not necessarily want the Move Tool at the beginning of the list, even when I want it to be the default. So to allow for all possibilities the preference would have to include choices for the developer default, the first tool in the panel, and for each tool regardless of its position in the panel.

Perhaps I’m missing something, but I think that if the first tool in the list were the automatic default we would only need one Preferences setting with a dropdown list to choose a different tool.

When we are in the Customize Tools mode perhaps the ability to choose from the current tools by clicking on a choose button and then choose from the tools palette.

If the ‘Reset’ button resets the tools to the installation defaults, APh will put the View Tool at the top and set it as the default tool when you launch the app. As things stand, if you customize the tools to put the View Tool somewhere else it will still be selected by default at launch; if my scheme were implemented and you put the Move Tool at the top, the Move Tool would automatically become the default at launch but another tool such as the View Tool could still be set (via Preferences) to override it as the default tool.

To me, it just seems simpler & less likely to confuse anyone if there is no automatic first/top tool default at launch, just a preference or choice (perhaps like @Old Bruce suggested) to set the default, one that would persist even if the tool order was changed.

Yes, that would be OK too. I was simply using the existing scheme as a starting point, and looking for a way to set a different launch default without having to delve into Preferences to set it.
