is there a reason they are not included on the ipad version,

To be honest Mick, I’ve never thought about it. I don’t have a desktop so was unaware these tools were available on desktop version of Designer. Now I feel cheated! 😀

You could try creating an adjustment layer, for example a curves adjustment then  mask out the areas where you don’t want it to apply.

Alternatively, you could create a new layer and fill it with 50% gray, then set its blend mode to “overlay” Paint directly on this layer with a white or black brush to brighten and darken the regions of the image you want, respectively.

Other than that, a post in the Features thread requesting devs to add it to the designer toolset in the iPad.

You will have to excuse me. I'm new to Affinity. I got photo first on my Mac, I liked that so I got Designer for Mac, then I thought it  would be useful on the iPad, so i got them both for the pad. The dodge, burn and smudge tools are in all except iPad designer and I thought they were hidden somewhere. I suppose I could try switching the document between Designer and photo to use those tools,

I don’t have a desktop PC, either, but I do have a Windows laptop and I do have the desktop version of Designer. I also feel cheated, because I don’t know where to find the dodge, burn and smudge tools in AD on Windows.

No, they are in designer  and photo on my Mac and they are in photo for iPad but not in designer for iPad. On my Mac in designer I can switch between designer persona and pixel persona no problem but on the iPad they're not in either.
