You mean image size (in pixels), or file size (in Bytes), or DPI/PPI (in dots/pixel per inch), or JPEG compression quality (in quality factor)?

From the wording of your question, I have the impression, that you have mixed all these different parameters together. So what exactly do you need?

Bruce pointed you in the direction of the quality slider. Maximum quality for a JPEG image is 100 (i.e. 100%, or minimum compression).

You asked for 72 ppi (pixels per inch) which has nothing to do with the quality of the saved image. Instead, it defines the output resolution; e.g. when printed at 72 ppi, an image which is 720 pixels by 360 pixels will be 10 inches by 5 inches on paper. Higher resolution needs more pixels: at 360 ppi the same image would be only 2 inches by 1 inch when printed, so if you wanted it to be 10 inches by 5 inches you would need to increase the pixel dimensions to 3600 by 1800.

Personally, I have never registered anyone who needs to set the compression quality to exactly 72. The compression quality is always set according to the requirements for the resulting size of the saved file while maintaining sufficient image quality. On the contrary, setting dpi/ppi to 72, after all, as you write in your query, is quite common, because it is the standard value for monitors (like 96, 144).

P.S. when you find that what Bruce advised you doesn't solve your problem, DPI is set here (New document, Resize document):
