It was already set on auto scroll, this is also the case with a new document I did, just in case it was anything to do with the original one. If you only want to move it somewhere above the currently displayed layers, which I think is what the OP needs, then the Move to Front/Back commands are useless. That's better Back/Forward One, but it's just a more clicking. Therefore, there is the Autoscroll function, ie if it works.
