Undo undoes 2 actions at once instead of 1

Why does the undo operation in Photo undo 2 actions at once instead of one? This typically happens when doing undo operation in adjustment layers and live filters. Is this by design? Is there a way I can make it to only undo 1 step? Or maybe this a bug?

Example: Create a Curves adjustment layer. Modify the left point. Then modify the right point. Undo. Both points get back to their original location instead of the last one.

I think this is by design: as long as the respective floating window is open, it's being "recorded" as one step.
If you perform a modification and close the window, the app considers the action finished.
See also the History panel.

In other programs, similar modifications are sometimes being done via modal windows which you would have to confirm by clicking "OK".
It's basically the same principle here, except that the window is not modal – which is a Good Thing™ – and doesn't have a confirmation button, which is on the other hand obviously confusing

That's a bummer. It would be way more useful if undo in these layers took just one step. This is always causing me problems and takes away from the otherwise great user experience.

So if you add a Curves adjustment, move the left point and close the window, the action will be finished. After modifying the adjustment by moving the right point, Undo should only undo the last modification.
