Welcome to the Forums @making_photos_colorful.  Did you click on the box in the Context Toolbar that says "Rotate" ?  It is beside the Straighten box. If so, you should find the double-pointed cursor on any one of the four sides of the image if you click outside the crop box. Then dragging that cursor, you should be able to rotate the photo by increments.  By the way, "the affinity photo manual" is not an official workbook from Serif.  I had to look it up on Amazon, and presume that I found the right book.  Therefore I have no idea what the writer was actually saying.  Hope this helps.

thank you for your help.      the writer says to "click with your mouse someplace outside and above the image [creating a two-arrowed cursor]   then. click and drag to rotate the photo.   I have tried everything I have completely shut the app down and restarted it. tried different photos but still can't rotate the photo. I think I'm doing it right  I. made video showing what happens when I click rotate

Just to be sure, are you dragging with the left-hand mouse button? (Dragging with the right-hand mouse button doesn’t do anything in this context.)
Also, I notice that your “Units” has no value in the Context Toolbar. I don’t know if this is relevant but I’ve not seen it blank before.
P.S. You don’t need to press the Rotate button, that just rotates the crop box by 90 degrees or resets it back to 0 degrees.

I can’t see that you are doing anything wrong from the video.
The only thing I can think of – apart from the strange Units thing, which might not be related – is that you might have some unusual configuration in either Photo or your pointing device.
Can you try using an external mouse and seeing what happens? If that works then that might help you to get nearer to the problem.

All I can suggest is to look at how your mouse pad is configured.
There are so many different mouse pads out there and so many ways to configure them that I can’t give any specific suggestions.
If you can tell us which specific laptop and specific mouse pad – manufacturers, models, driver versions, etc. – you are using and give us screen-grabs of how things are configured then someone might be able to help but there are no guarantees as the ‘problem space’ is very large.
Tinkering with various options here and there may be your best bet.
This doesn’t mean that the problem isn’t with Photo (or how it is configured) but it’s difficult to tell without much more information.

Thanks for the extra information.
I didn’t realise that you were using OS X – usually people with Mac laptops say that they are using a Mac Book (or Mac Book Pro, or whatever) rather than simply laptop.
With a Mac the number of options is probably smaller than with Windows so you may get an answer sooner but I don’t know enough about OS X to give further advice.
If you edit the title of this thread (hold mouse over the title and long-click) to something like “Cannot rotate in Crop Tool on OS X” you might get more readers.

I’m not sure what you mean by “just pulls up dictionary”.
In Firefox, when I click the title nothing happens, as expected, when I right-click the title I get the usual context menu, and when I long-click on the title I can change the text.
I have a feeling that this latest problem may be connected to your original problem (right-click/drag being performed instead of left-click/drag) but I don’t have the same machine as you, maybe not running the same browser as you, so it’s difficult for me to know what’s supposed to happen, especially as I can’t see your screen or what you are doing with your hands.
Can you supply a video of what “just pulls up dictionary” looks like?

Try swapping the Tap to Click and Haptic feedback click, here is a screenshot of your screenshot change the ticks

No wonder I could do it with Mac.  I used a mouse.

I am assuming you are using Safari (if you are not using Safari then I am not sure where the button would be) as that is on your Dock in the screen recording you posted. If you go the the first post you made here in this thread there should be a "Edit button" in the location near the arrow in this screenshot;
