1.9.1 Gaussian Blur does not work on a Mask

Well, in your video that looks about right and what I would expect to happen.
To get the effect I think you wanted, I would use a vector shape; Ellipse, give it the Layer Effect; Gaussian Blur.
And then clip the image with it by dragging the Ellipse shape onto the thumbnail of the image in the Layers panel. Finally adjust the degree of Blur to taste.

It used to work on Alpha Masks in 1.9.0. There's situations when it has to be an Alpha Mask and certain things cannot be made with a Vector Mask.

  1. keep the mask as a separate layer first
  2. add blur filter to the mask
  3. now move the mask layer over the image layer (if necessary)

The blur filter layer will disappear but it's still there.
Not sure if it's a UI bug or an "accidental feature" though…
