Photo hangs opening older (8.x) files

When attempting to open .afphoto files, photo just hangs and drives the processor up.  (see below) 

oddly, I can open in Designer, then "Edit" in photo, save it as a different name while in Photo, and it will open with no issue next time using either the File>Open or double clicking from explorer.

These are not large files (<5mb). 

This appears in the upper right corner

FYI - I just re-ran the installer and selected "repair" (which BTW, didn't work from "programs and features" -> repair) and all appears to be well right now,
