Both ways don't work - from menu in Styles Panel, or from object context menu. It require to change fill color to create new style. But it's possible to create two or more the same styles. I can confirm that, and it's a good catch. On the other hand, since it is possible to create a new style with the same line width and a different fill, it is probably not intentional but a bug.
