I had the notification from the App Store. I went to 'updates' and clicked on 'All' (I have Designer too), but after some time it simply failed. I still have a '2' on the App Store notifications in the Dock, but nothing under 'Update' at the App Store itself. Anyone else getting this please? I'm on MacOS Mojave 10.14.6 There was no problem updating Publisher through the app itself (not the App Store).

I was having the same problem, which seems to be all down to the app store on Mojave - I spent most of the day on Thursday trying to download with the exact same problem as you're experiencing 

Here is a solution:

APP Store Fix

Go to Activity Monitor and force-kill appstoreagent process. The app started to download at once. After force-killing appstoreagent, there was no need to log out and log in again in the App Store. Updates and downloads just work again.

It looks like this is a reoccurring problem (although app store was working fine last week) I went on today and downloads are stuck again so tried the force quit appstoreagent and back to normal - looks like Apple have been telling users to re-install mojave and a few users have had success after installing multiple times - seems a bit extreme for me!

Lets hope it gets fixed - although, the workaround seems to work OK for the time being
