Change the default measurement of pixels in Units

When opening an image, the default measurement in the Units dropdown is pixels, and I don't believe there is a way to change that default. I need to work in inches. I can't batch process photos to a particular size before opening the images individually, because I work with groups of images of varying sizes and resolutions, so I have to evaluate and alter each image's size and resolution individually. This means that after opening each photo, I must first change the Units measurement to inches. It would be immensely helpful to eliminate that step by being able to choose a different default for the Units measurement.

Why/when do you divide by DPI?

Why not just right-click on the Ruler and change the units? Or change the units in the Context Toolbar, since the View Tool is the default tool for Photo?
