AFAIK the behaviour hasn't change from the versions before. Locking means, that a layer is prevented from being moved or transformed unintentionally.

It’s always been that way. Not being able to ‘transform’ a locked layer specifically refers to moving, rotating, or scaling: it doesn’t mean you’re unable to transform it in the sense of changing its appearance by drawing on it.

So we can discuss, whether drawing on a locked layer is a transformation or not. Maybe this should be explained better in the documentation?

Transformation is whatever you can do via the Transform panel, but I agree that it should be explained better in the documentation.

Welcome to Affinity Forums :)
Locking a layer in Affinity apps only prevent it from being selected on canvas to avoid accidental changes - you can still select it directly in the Layers panel to change it attributes (without having to unlock and lock again) which we consider a deliberate action. We are aware most apps don't behave this way/have a full lock. Feel free to create a new thread or add your voice to an existing one in the Suggestions & Feature Requests section of the forums asking to improve it/provide an option for a full lock if you find it important. Thanks for your feedback.
