Toolbar Matching Features, Organization and Appearance

The Designer Toolbar is on the top, Photo is below.  Just one example is that the Transform tool options are on the tool bar in Designer and are instead in the menu in Photo.  The item locations are different as well.  It might be nice to have some degree of uniformity from one toolbar to the next in options, colors and locations.  It would make them consistent as well as easier to navigate from one App to the next.

Try reorganize Toolbars (menu View, Customize Toolbar).

My settings - Publisher Persona in APublisher, ADesigner and Designer Persona in APublisher, APhoto and Photo Persona in APublisher.

Unfortunately, some functions/buttons on the Toolbar are still missing (for example Flip/Rotate in Windows version), even though they have been required for several years.
So maybe in time it will be even better and more unified.

I also prefer the consistency, but we should keep in mind that functions may have different importance, based on the app you're in. E.g. Toggle Quick Mask or Enhancement are important for Photo while Geometry is important for Designer.
