Rotate selection without rotating what's in it.

Which app are you using?

For now I will assume you are using Affinity Photo...

It would be easier to use a shape like the rectangle tool and make a selection from the layer.

  1. Select the rectangle Tool and pull out a square or rectangle
  2. Align the shape with the lines on the paper
  3. Go to Select . Selection from Layer. 

You can hide or delete the shape once you like what you have selected.

Add and rotate a filled rectangle until it fits your needs, then use "Select >> Selection from Layer and Delete" from the menu Select.

See the steps above the shape must also have a fill to make a selection.

i have the layer which need the selection and a properly rotated rectangle on the layer immediately above it. the rectangle layer is the selected one. when i use selection from layer, nothing happens, and i use selection from layer and delete, only delete works

You can also try this as an alternative way...

1. Make the selection
2. Duplicate the layer
3. Set duplicated layer to zero opacity
4. Rotate the selection as required
5. Delete the duplicated layer

Selection will now be on original layer and rotated
